Creates s. 70.45, Florida Statutes, to regulate development exactions imposed by local governments on private property during land use planning and permitting processes.

Prohibits counties, municipalities, and other local governmental entities from imposing taxes, fees, charges, conditions, or other development exactions that are unrelated to the direct impact of a proposed development or that are more stringent than exactions imposed by state or federal agencies on the same property.

Allows local governments to impose exactions that serve to mitigate the direct impact of proposed development if they have an essential nexus to and are roughly proportionate to the development's impacts on infrastructure or facilities maintained by the local government.

Permits local governments to accept voluntary dedications of land or easements that meet the essential nexus and rough proportionality requirements and apply to the specific property where the development is situated.

Effective date is July 1, 2014.
