Creates the "Florida Voting Rights Act" establishing state policy to protect electors against discrimination based on gender, race, age, income level, sexual orientation, language, religion, or disability.

Requires the Attorney General (or local attorney for county/municipal changes) to petition the Florida Supreme Court within 30 days whenever the state or political subdivision enacts any change to voting qualifications, prerequisites, standards, practices, or procedures effective after July 1, 2014.

Mandates the Supreme Court render judgment within 45 days on whether the change would deny or abridge voting rights; prohibits enforcement of the change until the Court approves it.

Eliminates the requirement to prove specific intent to discriminate in order to invalidate a voting change; allows affected parties and organizations to bring enforcement actions.

Specifies that changes subject to review include redistricting plans, early voting, absentee voting, provisional ballots, poll worker hiring and training, list maintenance, and voter registration.
