Proposes amendment to Section 6 of Article VIII of the Florida State Constitution to authorize amendments or revisions to the Miami-Dade County Home Rule Charter by special law approved by voter referendum.

Requires any bill proposing such a special law to be approved at a meeting of the county legislative delegation and filed by a member of that delegation.

Permits the Miami-Dade County Home Rule Charter to be amended or revised by special law despite limitations in the Constitution of 1885, if approved by Miami-Dade County voters.

Updates constitutional references to reflect the county's current name "Miami-Dade County" throughout the document (replacing "Metropolitan Dade County" and similar variations).

Establishes ballot language for voter approval of this constitutional amendment at the next general election or an earlier special election authorized by law.
