Creates section 190.0121 of Florida Statutes to exempt surveillance recordings held by community development districts from public records disclosure requirements under Florida Statutes section 119.07(1) and Florida Constitution Article I, section 24(a)

Allows districts to disclose surveillance recordings only to law enforcement agencies in furtherance of official duties or pursuant to a court order

Subjects the exemption to the Open Government Sunset Review Act and automatically repeals the exemption on October 2, 2019, unless the Legislature reenacts it

Establishes public necessity for the exemption by finding that protecting surveillance system technical details and coverage information prevents individuals from evading detection and preserves resident privacy

Takes effect July 1, 2014
