Delays the effective date of the prohibition on land application of septage from onsite sewage treatment and disposal systems from January 1, 2016 to January 1, 2017.

Directs the Department of Environmental Protection to examine and report on safe and appropriate disposal or reuse options for septage, portable toilet contents, grease interceptors, and holding tanks in consultation with the Department of Health, Department of Agriculture and Consumer Services, Department of Economic Opportunity, University of Florida, local governments, and other stakeholders.

Requires the report to include an inventory of wastewater utilities and solid waste facilities receiving these materials, nutrient concentration analysis, technical limitations assessment, compliance rate analysis, and evaluation of regulatory sufficiency under Florida Administrative Code chapters 64E-6 and 62-640.

Directs the Department of Environmental Protection to submit findings and recommendations to the Governor and Legislature by October 1, 2015.

Takes effect July 1, 2014.
