Creates the Nature Coast Aquatic Preserve in Pasco, Hernando, and Citrus Counties as part of Florida's aquatic preserve system, preserving state-owned submerged lands west of U.S. Highway 19 in their essentially natural condition.

Grants the Board of Trustees of the Internal Improvement Trust Fund authority to manage the preserve, including restrictions on sales, transfers, leases, dredging, filling, well drilling, mineral excavation, and seawall construction without board approval.

Prohibits the preserve's establishment or management from infringing upon riparian rights of upland property owners, allowing reasonable improvements for ingress, egress, mosquito control, shore protection, and public utility expansion with board approval.

Requires the board to adopt rules regulating human activity within the preserve without unreasonably interfering with lawful public uses such as sport fishing, commercial fishing, boating, and swimming.

Appropriates $130,689 in recurring funds and $1,800 in nonrecurring funds from the Land Acquisition Trust Fund to the Department of Environmental Protection, along with two full-time positions, for managing the preserve; effective July 1, 2014.
