Amends Florida Statute 403.727 to add a new subsection (8) providing liability exemptions for persons who generate, sell, or transfer recovered materials, or sell or transfer products made from recovered materials.

Exempts persons from liability for site rehabilitation costs when recovered materials are transferred to another facility for purposes of reclamation, recycling, manufacturing, or reuse.

Persons transferring recovered materials are not considered to have arranged for disposal or treatment of pollutants or hazardous substances present in those materials.

Applies retroactively to causes of action accruing before July 1, 2014, provided no lawsuit has been filed.

Effective date is July 1, 2014.
