Board of Governors must establish a "Pay Forward, Pay Back" pilot program allowing qualified Florida residents to attend higher learning institutions tuition-free by contracting to pay a percentage of their annual adjusted gross income for a specified number of years after graduation, transfer, withdrawal, or expulsion.

Board of Governors shall specify contract duration and income percentage rates for each participating institution, establish provisions for students who die or become disabled, address willful unemployment or underemployment, and develop repayment methods for students attending multiple institutions.

Pilot program may vary by institution based on total cost of education, state funding portion, contract term, and income percentage specified.

Board of Governors must submit a report to the Governor and Legislature by December 1, 2020, including graduation rates, repayment rates, employment rates, and other evaluation information.

Pilot program expires June 30, 2021, and the act takes effect July 1, 2014.
