Exempts financial statements submitted by persons to governmental entities for competitive solicitations or contract qualification from public records disclosure requirements under Florida Statutes s. 119.07(1) and State Constitution Article I, s. 24(a)

Excludes publicly traded corporations and nonprofit organizations from the exemption, requiring their financial statements to remain subject to public records disclosure

Subjects the exemption to the Open Government Sunset Review Act and schedules automatic repeal on October 2, 2019, unless reenacted by the Legislature

Establishes four public necessity purposes for the exemption: preserving government's ability to examine financial capability; protecting bidders from competitive disadvantage and fraud; expanding the pool of qualified proposers; and aligning Florida law with federal and other state protections

Takes effect July 1, 2014
