Amends Chapter 2001-313 of Florida law to authorize the South Indian River Water Control District Board of Supervisors to fund engineering studies and construction for potable water distribution and wastewater collection systems serving lands East of Canal 18 and specified parcels in Section 1, Township 41 South, Range 41 East in Palm Beach County.

Permits the district to construct, acquire by donation or purchase, and maintain recreational improvements on district property lying East of Canal 18 of the South Florida Water Management District, provided Palm Beach County declines in writing to undertake such improvements.

Authorizes the district to levy special assessments based on parcels or front footage benefited, acres benefited, or other lawful basis to fund the authorized water, wastewater, and recreational facility improvements.

Allows the district to transfer completed water and wastewater facilities to the Town of Jupiter and the Loxahatchee River Environmental Control District for operation and maintenance.

Requires landowners owning property East of Canal 18 to bear the maintenance costs of recreational improvements constructed by the district.
