Requires licensed nurse registries to verify that certified nursing assistants and home health aides referred have credentials demonstrating adequate training and current documentation of freedom from communicable diseases.

Establishes that registered nurses, licensed practical nurses, certified nursing assistants, companions, homemakers, and home health aides referred by nurse registries are independent contractors, not employees.

Requires nurse registries to inform patients and families that referred caregivers are independent contractors and that the registry has no obligation to monitor, supervise, manage, or train them.

Specifies that nurse registries must advise patients to terminate contracts and cease referrals if violations or credential deficiencies are discovered, and must notify licensing boards for practice violations; limits registry obligations to reviewing records only when specified violations occur.
