• Revises child support obligor driver license suspension procedures, requiring obligors to provide documentation within 20 days to prevent suspension and allowing court-ordered restricted licenses for business purposes.

• Reduces mandatory driver license revocation/suspension period for drug offense convictions from 2 years to 1 year, and requires courts to make specific determinations about issuing restricted business-purpose licenses.

• Allows reinstatement of driving privileges and motor vehicle registration for delinquent child support obligors upon receipt of an affidavit showing payment, payment agreement, court order, or qualifying hardship circumstances.

• Makes driver license suspension discretionary rather than mandatory for persons prosecuted for passing worthless checks, and authorizes courts to issue restricted business-purpose licenses for theft and underage alcohol service convictions.

• Takes effect July 1, 2014.
