Requires applicants ineligible for a Social Security number to provide proof of a taxpayer identification number or proof of a number associated with an identity document instead.

Expands acceptable identity documents to include foreign passports, foreign birth certificates, and Mexican consular identification documents (or substantially similar documents from other governments).

Limits validity of driver licenses or temporary permits issued based on foreign documents, employment authorization, or nonimmigrant classification to the expiration date of the document presented or 1 year, whichever is earlier.

Restricts test waivers for applicants providing proof of identity under foreign documents, requiring them to pass knowledge, endorsement, and skills tests regardless of prior valid licenses from other jurisdictions.

Directs the Department of Motor Vehicles to mark all licenses issued after full REAL ID Act of 2005 compliance to indicate compliance when notified by the U.S. Department of Homeland Security.
