HB 1187 Summary - Education Performance Accountability

• Establishes Transition Education Accountability Task Force with 15 members (5 each appointed by Governor, Senate President, and House Speaker) to oversee 3-year transition period and report annually by January 15 to Governor, Legislature, and State Board of Education until December 1, 2018.

• Extends implementation of Next Generation Sunshine State Standards through 2016-2017 school year and prohibits FCAT performance from being used for graduation, promotion, retention, or grade assignment during the 3-year transition period.

• Requires Commissioner of Education to select new statewide assessment undergoing rigorous content review; establishes 3-year field test and implementation schedule with standards and cut scores finalized before 2017-2018 school year.

• Suspends school grading system during 2014-2015, 2015-2016, and 2016-2017 school years; new education performance accountability system with school grades to be fully implemented in 2017-2018 school year.

• Reduces teacher and school administrator performance evaluation requirements based on student learning growth from 50% to 30% (or 40% if less than 3 years of data available), and modifies salary schedule implementation dates and grandfathering provisions for instructional personnel and administrators.
