Redefines "telephonic sales call" to include text messages in addition to telephone calls made by telephone solicitors to consumers for solicitation purposes.

Prohibits telephone solicitors from initiating outbound calls or text messages to consumers who are on the Department of Agriculture and Consumer Services "no sales solicitation calls" list.

Prohibits telephone solicitors from initiating outbound calls or text messages to consumers who have previously communicated they do not wish to receive such communications from the seller or charitable organization.

Appropriates $54,908 in recurring funds and $8,773 in nonrecurring funds from the General Inspection Trust Fund to the Department of Agriculture and Consumer Services for implementation.

Authorizes one full-time equivalent position with a salary rate of $32,386 to implement the act, effective July 1, 2014.
