Revises the definition of "ATV" to clarify it is designed for recreational use by one or more persons and is intended for use by a single operator with no passenger.

Revises the definition of "ROV" to reduce maximum width from 65 inches to 64 inches and clarifies it is manufactured for recreational use by one or more persons.

Prohibits off-highway vehicles from carrying more passengers than the machine is specifically designed by the manufacturer to carry.

Establishes penalties for violations including noncriminal infractions with fines of not less than $100 for first offense and not less than $500 for second or subsequent violations, with potential revocation of operating privileges on public lands.

Takes effect July 1, 2014.
