Establishes a "Bill of Rights for Children with Disabilities and their Parents or Guardians" guaranteeing free appropriate public education with related services such as occupational therapy and physical therapy at no cost to parents or guardians.

Requires children with disabilities be educated in the least-restrictive environment to the maximum extent appropriate, alongside students without disabilities, with placement selected from the state's full continuum of alternate placements.

Mandates each child have an individualized education plan (IEP) developed with parental assistance addressing academic functioning, annual goals, educational services, general education participation, service delivery timeline, and evaluation procedures.

Guarantees procedural due process rights including record examination, independent evaluations, written notification in native language of placement changes, impartial hearings for disputes, and legal representation.

Requires nondiscriminatory multidisciplinary evaluations using multiple assessment types not racially, culturally, or linguistically biased, and establishes a shared database accessible by prekindergarten through grade 12 and postsecondary education systems.

Takes effect July 1, 2014.
