Requires a statewide team of child protection investigators to respond within 24 hours when a child under state care dies or is reported missing, and to assist law enforcement in the investigation.

Mandates the Department of Children and Families publish basic facts of child fatalities and near-fatalities resulting from abuse or neglect on its website, with varying disclosure requirements depending on investigation status and outcome.

Prohibits disclosure of certain information including sibling details, attorney-client communications, and information that would jeopardize criminal investigations.

Requires community-based care lead agencies to submit annual reports by October 1 documenting all damage claims for children injured while in agency care or custody, including claim status, resolution method, and amounts paid.

Takes effect July 1, 2014.
