Survey shall be conducted within 60 days of the act becoming law to determine if City of Vero Beach electric utility customers residing outside city boundaries and in Indian River County or the Town of Indian River Shores want to transfer service to Florida Power & Light Company.

Survey forms with one ballot per electric meter must be received by Indian River County and the Town of Indian River Shores within 30 days after mailing, with results tabulated within 15 days by a certified independent accounting firm.

Indian River County and the Town of Indian River Shores shall bear all costs of conducting the survey and certifying results.

If a majority of affected metered customers vote to transfer to Florida Power & Light Company, the county or town may notify the Public Service Commission within 15 calendar days to open the 1981 Territorial Agreement and facilitate customer transfer at a reasonable fair market value price.

City of Vero Beach must provide customer names, addresses, and other information expeditiously to facilitate the survey and transfer process.
