Places the City of Vero Beach Electric Utility under the full rate-setting jurisdiction of the Public Service Commission for customers residing outside the city's municipal boundaries.

Requires that rates, charges, and service for outside customers be fair, just, and reasonable, determined in accordance with Florida Statutes chapter 366 standards.

Authorizes the Public Service Commission to enforce the act and adopt rules for implementation.

Grants the Public Counsel authority to provide legal representation for outside customers in proceedings before the Public Service Commission.

Takes effect upon becoming law.
