Revises the Jacksonville Police and Fire Pension Board of Trustees membership by adding a fifth member nominated by city council and chosen by the board from a list of three nominees, provided none have an interest in the pension fund.

If the board cannot select a nominee by majority vote, the first listed nominee is automatically deemed selected.

Requires the board to create and submit an annual budget to the mayor and city council, with the city council given the same power of review, modification, and approval over administrative costs as it has for other city departments.

Deletes unspecified general powers language from the board's authority while maintaining its core powers to administer the pension fund, invest assets, make rules, and conduct audits.

Effective upon becoming law.
