• Amends Chapter 87-471, Laws of Florida to add a special alcoholic beverage license exception for Biscotti's Espresso Café, Inc., located at 3556 St. Johns Avenue, Jacksonville, Florida 32205

• Authorizes the Division of Alcoholic Beverages and Tobacco to issue a special license notwithstanding section 561.20(1), Florida Statutes, providing an exception to standard space and seating requirements

• License is conditioned on the establishment serving full-course meals regularly, maintaining seating for 100 or more patrons at tables, occupying at least 1,800 square feet of floor space, and deriving no less than 51 percent of gross annual income from food sales consumed on premises

• License remains subject to local zoning requirements regarding distance from liquor-serving establishments, churches, and schools, and to all applicable state alcoholic beverage laws and division rules

• Effective upon becoming law
