Authorizes judges to impose sentences below mandatory minimum sentences under section 775.087, F.S. for weapon possession, use, or aggravated battery cases when unique circumstances indicate the offender poses no public threat and the minimum term does not fulfill punishment goals.

Requires judges to state in writing the reasons for departing from or applying the mandatory minimum sentence.

Mandates judges consider factors including the defendant's history as a domestic violence survivor, mental health status, and information indicating the mandatory minimum would frustrate justice or legislative intent.

Takes effect July 1, 2014.
