HB 1303 Summary: Public Food Service Establishment Inspections

• Transfers regulation of public food service establishment inspections from the Department of Business and Professional Regulation to the Department of Health effective July 1, 2014.

• Establishes letter grade inspection system (A, B, C, U) based on point scores from 0-100, with establishments required to immediately post grades in windows and on menus; inspection reports posted on Department of Health website.

• Requires public food service establishments to obtain annual licenses from Department of Health (maximum fee $400), display licenses, and maintain inspection reports on premises for public access.

• Authorizes Department of Health to immediately close establishments receiving below "C" grades, conduct reinspections for reasonable fees, increase inspection frequency for repeat offenders, and fine up to $1,000 per violation with mandatory food safety training.

• Establishes toll-free hotline for complaints, creates consumer advocate position, and requires minimum 20 hours annual continuing education for inspectors with FDA standardization and written examination requirements.
