Exempts complaints alleging violations of county ethics ordinances and related records held by circuit court clerks from public records disclosure requirements under Florida law and the State Constitution.

Makes the exemption subject to the Open Government Sunset Review Act and provides for automatic repeal on October 2, 2019, unless the Legislature reenacts it.

Justifies the exemption based on protecting investigation integrity, preventing release of potentially defamatory information about complaint subjects, and maintaining consistency with existing confidentiality protections for ethics complaints held by the Commission on Ethics and local ethics agencies.

Conditions the bill's effective date on the passage and enactment of HB 1315 or similar legislation in the same legislative session or an extension thereof.
