CS/HB 1327 Summary

• Amends audit duties of the Auditor General to include district school boards while excluding water management districts from audit scope.

• Requires department heads, the Supreme Court, state attorneys, public defenders, charter school governing bodies, local governmental entities, and other state agencies to establish and maintain internal controls designed to prevent fraud, waste, and abuse.

• Requires district school boards, Florida College System institutions, and state universities to establish internal controls and file annual financial statements with the State Board of Education.

• Modifies the Auditor General's reporting process to notify the Legislative Auditing Committee when entities fail to take corrective action on audit recommendations across two consecutive audit reports, with escalation procedures to the State Board of Education or Board of Governors.

• Takes effect July 1, 2014.
