CS/HB 1329 - Malt Beverages Summary

• Licensed malt beverage manufacturers may sell directly to consumers at a taproom on their licensed premises without a vendor's license, with at least 70% of beverages sold brewed on-site.

• Manufacturers may obtain up to two vendor's licenses at manufacturing premises to sell malt beverages (manufactured on-site or by others), wine, and liquor for on-premises and off-premises consumption.

• Brewpubs may be licensed as both manufacturers and vendors, limited to producing no more than 10,000 kegs (15.5 gallons each) per calendar year at a single location, and may only sell beverages on-premises.

• Defines "growler" as a container between 32-128 ounces that may be filled with malt beverages by manufacturers with taprooms, manufacturers with vendor's licenses, or quota license holders, and must have unbroken seals and proper labeling.

• Prohibits common carriers from delivering malt beverages directly to consumers and legalizes possession and transportation of growlers.
