Proposes amendment to Section 4 of Article VI of the State Constitution to automatically restore voting rights and right to hold public office for convicted felons upon completion of sentence.

Felons convicted of sexual offenses or homicide must have civil rights restored by the Board of Executive Clemency rather than automatically upon sentence completion.

Persons adjudicated mentally incompetent must have that disability removed before regaining voting rights or ability to hold office.

Bars from re-election to Florida state representative, Florida senator, Florida lieutenant governor, Florida cabinet offices, U.S. Representative, or U.S. Senator any person who will have served eight consecutive years in that office by the end of the current term.

Amendment requires placement of explanatory ballot statement describing automatic restoration of civil rights for felony convictions except homicide and sexual offenses.
