Urges Congress to direct the Department of Homeland Security Secretary to request resources to protect against and recover from electromagnetic pulse threats and geomagnetic storms in the United States.

Cites the 2004 Congressional Commission on Electromagnetic Pulse Attack finding that a low-yield nuclear weapon detonated at high altitude could disable U.S. military forces and place society at risk.

References historical power grid vulnerabilities including the 1989 Quebec Hydro grid collapse from geomagnetic storms and a 2013 San Jose electrical substation attack that disabled transformers for four weeks.

Directs the Department of Homeland Security to assure Congress and the American people that plans, resources, and implementing structures are established to address electromagnetic pulse and geomagnetic storm threats.

Requires copies of the memorial to be sent to the President, Department of Homeland Security Secretary, Senate President, House Speaker, and all Florida members of Congress.
