Amends Section 112.313, Florida Statutes to remove an exception that previously allowed officers and employees of certain special tax districts and Chapter 298 agencies to hold conflicting employment or contractual relationships.

Eliminates the blanket exemption for special tax districts limited to constructing, maintaining, managing, and financing improvements in their jurisdiction and agencies organized under Chapter 298.

Conduct by such officers or employees that violates or frustrates the intent of conflict of interest standards will be deemed a conflict of interest.

Clarifies that legislative body officers and employees may still hold employment with business entities when regulatory power resides in another agency or is exercised only through enactment of laws or ordinances.

Becomes effective July 1, 2014.
