Removes requirement that Department of Management Services base 90-day supply limit implementation for maintenance drugs on a determination that it is in the state's best financial interest.

Establishes pharmacy dispensing fees at the lesser of $4.28 for retail prescriptions, $4.22 for mail order or specialty pharmacy prescriptions, or the amount negotiated by the department for 90-day supplies of mandatory maintenance drugs at retail pharmacies.

Authorizes retail pharmacies to fill 90-day supplies of prescription drugs on the mandatory maintenance drug list in accordance with the negotiated dispensing fee.

Repeals section 54(1) of chapter 2013-41, Laws of Florida, reverting related provisions of the state employees' prescription drug program.

Effective date is July 1, 2014.
