Authorizes the Fish and Wildlife Conservation Commission and specified law enforcement agencies to relocate or remove vessels that unreasonably constitute a navigational hazard or interfere with other vessels, with immunity from liability unless damage results from gross negligence or willful misconduct.

Allows the commission and law enforcement agencies to relocate or remove derelict vessels from public waters and recover all costs (including third-party costs) from vessel owners through the Department of Legal Affairs.

Requires contractors performing vessel relocation or removal to be licensed per U.S. Coast Guard regulations, carry full insurance coverage, and be properly equipped for the work.

Establishes that vessel owners who refuse to pay removal costs may be denied vessel or motor vehicle registration until costs are paid, and makes abandoning or storing derelict vessels a first-degree misdemeanor.

Effective date: July 1, 2014.
