Establishes the Cold Case Initiative Program within the Florida Department of Law Enforcement to reinvestigate unsolved violent crimes using modern investigative strategies.

Defines "cold case" as a case involving a missing person, unidentified remains, or violent crime (including homicide or sexual battery) unsolved for at least 3 years after commission.

Requires the department to develop a secure database accessible only to state and local law enforcement agencies, plus a public website with limited victim information including photos, physical descriptions, and crime dates.

Mandates all law enforcement agencies in the state submit lists of cold cases to the department with annual updates on resolved cases and new eligible cases.

Requires the department to coordinate with the law enforcement agency having primary jurisdiction over each cold case for selection, review, and reinvestigation; takes effect July 1, 2014.
