Amends Florida Statutes s. 377.43 to clarify that county appropriations of RESTORE Act funds are subject to open government requirements under the Florida Constitution and state law (ss. 119.07(1) and 286.011)

Requires counties receiving RESTORE Act funds to post each proposed appropriation as a line item on their website at least 30 days before the meeting where the appropriation will be voted on

Ensures public has adequate time to review and comment on proposed appropriations of Deepwater Horizon oil spill settlement funds

Applies to counties and entities formed by the state or counties that receive funds under the federal RESTORE Act (Pub. L. 112-141)
