Requires sellers of cats and dogs in Florida bred by USDA Class A or Class B licensed animal dealers to display the breeder's printed name, city, state, and USDA license numbers continuously on or next to animal enclosures and in all print or electronic advertisements in easily readable format.

Prohibits selling, offering for sale or exchange, displaying, or donating live dogs or cats at flea markets, defined as swap meets, open-air markets, or organized events where two or more persons offer merchandise for sale or exchange.

Exempts county-operated and municipally-operated animal control agencies and nonprofit humane organizations that qualify as 501(c)(3) exempt charitable organizations from the flea market prohibition.

Establishes criminal penalties: first violation is a misdemeanor of the second degree; second or subsequent violations are misdemeanors of the first degree.

Effective date: October 1, 2014.
