Amends chapter 2012-234, Laws of Florida, governing the Hillsborough County Aviation Authority's contract procurement procedures.

Increases the competitive procurement threshold from $30,000 to $100,000 for Authority purchases of construction, improvements, repairs, equipment, supplies, materials, services, or work.

Purchases exceeding $100,000 must be awarded to the lowest responsive and qualified bidder through competitive bidding after public advertisement.

The Authority retains the right to reject any and all bids, responses, or proposals.

Effective upon becoming law.
