Contracts the corporate limits of the Town of St. Leo, Pasco County, by excluding approximately 174.94 acres comprising Lake Jovita Golf and Country Club Phase One-A and related lands recorded in the public records of Pasco County.

Transfers responsibility for the excluded territory to Pasco County, granting the county all powers under chapter 125, Florida Statutes, over the contracted land effective upon the act becoming law.

Preserves all existing contracts in effect before the act's effective date, whether between the Town of St. Leo and third parties or between nongovernmental entities, without affecting or abrogating parties' contractual rights.

Takes effect upon becoming law.
