Renames the Fellsmere Water Control District to the Fellsmere Improvement District and codifies its charter under chapters 189 and 298 of Florida Statutes.

Establishes detailed boundaries for the district located in Indian River County and provides comprehensive powers including water management, public infrastructure, roads, parks, water/sewer systems, and irrigation facilities.

Authorizes the district to levy non-ad valorem assessments and fees (but not ad valorem taxes) for construction, operation, and maintenance of district facilities, with assessments enforced and collected like county taxes.

Grants the district authority to enter into impact fee credit agreements with local governments and requires compliance with adopted comprehensive plans and land development regulations of Indian River County and City of Fellsmere.

Requires a referendum of landowners voting on a one-acre/one-vote basis to approve the additional powers granted in the act before taking effect.
