Creates the Disadvantaged Cities Road Assistance Program within the Department of Transportation to fund resurfacing or reconstruction of municipal roads in economically struggling communities.

Defines "disadvantaged city" as a municipality with a population of 40,000 or less, at least 25 percent of population below poverty level, and a combined millage rate exceeding 8.5 mills.

Allocates up to $25 million annually from the State Transportation Trust Fund beginning in fiscal year 2014-2015, with municipalities required to provide at least 25 percent local match of total project costs.

Prioritizes funding based on primary criteria (road physical condition and comprehensiveness of resurfacing/reconstruction efforts) and secondary criteria (use as evacuation routes and proximity to schools).

Authorizes the Department of Transportation to administer contracts on behalf of participating municipalities, with all funded projects included in the department's work program.
