Creates Chapter 547, Florida Statutes, titled "Senior Arcades," establishing a regulatory framework for amusement machine businesses operated in the state.

Requires amusement machine businesses to obtain a license from the Department of Business and Professional Regulation, with a one-time licensing fee of $25,000, plus registration fees of $1,000 per center and annual permit fees of $200 per machine; each center must contain at least 50 machines and limit entry to persons 21 years or older.

Imposes a 7.5 percent tax on net revenue generated by each amusement machine and prohibits cash prize payouts; customers may only receive prizes through points-based reward cards issued by licensed money services businesses.

Requires points card providers to be licensed money services businesses under Chapter 560, with restrictions on marketing, distribution, and cash redemption; value must load automatically to points cards within 15 minutes.

Establishes daily reporting requirements beginning November 1, 2014, requiring amusement machine businesses to report money played through reporting devices and points card providers to submit reconciled reports to the department; violations constitute a third-degree felony.
