Exempts trade secret information in annual recycling reports submitted by private businesses to counties from public records requirements under Florida law.

Defines the exemption to cover information that would reveal a trade secret as defined in s. 812.081, making it confidential and exempt from s. 119.07(1) and the State Constitution.

Makes the exemption subject to the Open Government Sunset Review Act and requires legislative review; the exemption automatically repeals on October 2, 2019, unless reenacted by the Legislature.

Establishes that private businesses (except certified recovered materials dealers) are encouraged but not required to report recycling rates to the county annually using the department's designated format.

Takes effect October 1, 2014, and applies to recycling reports for paper, metals, glass, plastics, textiles, rubber materials, and mulch.
