Proposes a constitutional amendment to Section 4 of Article VI limiting Florida Legislature members to a cumulative total of 16 years of service, whether served consecutively or nonconsecutively.

Prohibits any person from appearing on the ballot for election or reelection as a state senator or state representative if they would have served more than 16 cumulative years by the end of the term they seek.

Maintains existing eight-year consecutive term limits for Florida Lieutenant Governor, Florida Cabinet offices, U.S. Representative from Florida, and U.S. Senator from Florida.

Requires submission of the amendment to Florida voters for approval or rejection at the next general election or at an earlier special election authorized by law.

Specifies ballot language describing the amendment as "Limiting Cumulative Legislative Service" to restrict to sixteen years the cumulative period for Legislature election eligibility.
