• Endorses rejection of the United Nations' Agenda 21, an action plan developed in 1992 at the UN Conference on Environment and Development in Rio de Janeiro.

• Urges Congress to reject any effort to implement Agenda 21 or related policies, including Smart Growth, the Wildlands Project, Resilient Cities, and regional visioning projects in the United States.

• Asserts that Agenda 21 is being facilitated in U.S. local communities by ICLEI–Local Governments for Sustainability and threatens Florida's state sovereignty regarding private property rights protection.

• States that Agenda 21 is not a treaty and neither the United States nor any state or local government is legally bound to adhere to it.
