Requires the Acquisition and Restoration Council to base recommendations on land surplusing on a scientific analysis conducted by the Florida Natural Areas Inventory and reported to the Division of State Lands.

Analysis must use the Geographic Information Systems (GIS) Model Framework criteria created by the technical review committee in 2013, which evaluates conservation land based on seven categories: connectivity, water quality protection, ecological significance, recreation resources, historic and cultural resources, and market value.

Analysis must include detailed descriptions of each criterion, data sources used, and methodology for data interpretation before lands can be listed for sale.

Lands must meet additional criteria including title issues and community concerns, and the council must determine compatibility with resource values and management objectives.

Board of Trustees of the Internal Improvement Trust Fund must adopt rules for additional criteria related to surplusing recommendations.

Effective date: July 1, 2014.
