Authorizes the Key Largo Wastewater Treatment District to establish special lower rates, fees, rentals, or other charges on residential accounts for persons age 60 or older or disabled American veterans who meet low income standards.

Allows the district board to adopt administrative procedures for determining eligibility based on low income and other standards set by the board.

Requires approval by majority vote of qualified electors of the Key Largo Wastewater Treatment District through a referendum held according to current election law.

Takes effect only upon voter approval through the referendum, except the referendum provision itself takes effect upon the bill becoming law.
