Appropriates $1.9 million from the General Revenue Fund to compensate Barney Brown for 38 years of wrongful incarceration after his 1970 rape conviction was vacated in September 2008.

Directs the Chief Financial Officer to draw a warrant for $1.9 million from the Department of Financial Services in the State Treasury and pay it to Barney Brown.

Provides that this compensation is the sole award for all present and future claims arising from Brown's arrest, conviction, and incarceration, with no additional attorney fees, lobbying fees, or costs payable by the state or its entities.

Does not waive the state's defense of sovereign immunity under Florida Statutes section 768.28 or increase the state's liability under any other law.

Takes effect upon becoming law.
