Limits attorney fees, lobbying fees, costs, and similar expenses to 25 percent of the total $485,000 award

Settlement amount constitutes sole compensation for all present and future claims arising from Lazaro Rodriguez's death, with claimants required to dismiss their case with prejudice and release all liability claims against the city
