Authorizes the city of Haines City to appropriate $825,094 and pay Thomas and Karen Brandi as compensation for injuries sustained in a March 26, 2005 vehicle accident involving a Haines City police officer.

Compensates Thomas Brandi for life-threatening injuries including aortic arch tear, fractured ribs and sternum, and severe traumatic brain injury, plus Karen Brandi for loss of consortium.

Establishes that the payment combined with the $200,000 sovereign immunity payment already made and $100,000 from uninsured motorist insurance constitutes sole compensation for all present and future claims arising from the accident.

Limits attorney fees, lobbying fees, costs, and similar expenses to a maximum of 25 percent of the total amount awarded under the act.

Takes effect upon becoming law.
