Appropriates $950,000 from the General Revenue Fund to the Agency for Persons with Disabilities as settlement compensation for J.D.S., a developmentally disabled woman who was raped and impregnated by the operator of a licensed group home in December 2002.

Settles a lawsuit for total of $1.15 million, with the Agency for Persons with Disabilities paying $200,000 directly and the state appropriating $950,000 through this claim bill.

Directs the Chief Financial Officer to pay the $950,000 to the AGED Pooled Special Needs Trust, managed by AGED, Inc., a nonprofit trust company on behalf of J.D.S.

Caps attorney fees, lobbying fees, costs, and similar expenses at 25 percent of the $950,000 amount awarded.

Establishes that this payment provides sole compensation for all present and future claims arising from the incident.
