Appropriates $1.8 million from the General Revenue Fund to Wendy Smith and Dennis Darling, Sr., parents of Devaughn Darling, who died during football preseason training at Florida State University on February 21, 2001.

Compensates the remaining unpaid portion of a $2 million settlement agreement between the parents and Florida State University, with the Division of Risk Management having already paid the statutory limit of $200,000.

Directs the Chief Financial Officer to issue a warrant to the parents for the $1.8 million appropriation.

Limits attorney fees, lobbying fees, costs, and similar expenses to no more than 25 percent of the amount awarded under this act.

Establishes that the total compensation paid constitutes sole compensation for all present and future claims arising from Devaughn Darling's death.
